The Balkan region remained under Ottoman rule for a long time. Varna was one of the earliest places to join the Ottoman lands in this region. The city under Ottoman rule gained fame with the Battle of Varna against the Crusaders in 1444. After this victory, the city experienced a rapid transformation and began to gain the characteristic features of Ottoman cities. In the study, it was revealed what kind of management policy the Ottoman State implemented while doing this, who were the Muslim and non-Muslim elements living in the city, and in which neighborhoods or villages they resided. In addition to all this, information was given about the political, social, demographic, cultural and economic structure of the city.
